  1. Introduction

Co-op Academy Manchester will ensure so far as reasonably practicable, that all staff, students, contractors, third party users and visitors are protected from the risks of fire whilst on the premises.

This Fire Safety Policy is a joint policy for all employees of Co-op Academy Manchester, Bulloughs and Taylor Shaw.

All visitors and contractors must sign-in and sign-out at the school reception.

  1. Legal Requirements

The Regulatory Reform (Fire Safety) Order 2005 (commonly referred to as the RRO) came into effect on 1st October 2006 and replaces all previous fire safety legislation.

The purpose of the legislation is to place a greater emphasis on fire prevention by ensuring that all persons responsible for premises comply with their statutory duties and implement the general fire precautions necessary to protect all persons from death or injury in the case of fire.

This Policy explains how the school complies with the Regulatory Reform (Fire Safety) Order 2005 to ensure that, where possible, fire is prevented and that any fire risks are adequately controlled.


  1. Policy aims

  • to safeguard all persons from death or injury in the event of fire by the effective management of fire safety;
  • to minimise the risk of fire and to limit fire spread; and
  • to minimise the potential for fire to disrupt services, damage buildings and equipment, or harm the environment.


  1. Responsibilities

  1. The Principal is responsible for ensuring:

  • The academy has a Fire Safety Policy and that such a policy is reviewed regularly
  • Ensuring, in conjunction with Facilities Manager, that each school has an up to date Fire and Emergency Evacuation Plan
  • All students, employees, visitors and others who use the building are made aware of the fire safety precautions and the fire evacuation procedures
  • Oversight of the relevant preventative maintenance programmes, the completion of the Fire Log Book and the completion of recommended actions from the Fire Risk Assessment
  • Ensuring consultation with staff through the Health and Safety Committee
  • The provision of fire awareness training to all staff
  • The provision of fire warden training for designated staff
  • That an emergency fire drill is undertaken every term
  • The preparation of specific Personal Emergency Evacuation Plans (PEEPS) for staff and/or students with special needs, disability and temporary reduced mobility (which are completed and updated by the HR Manager and SENCO, with support from the Facilities Manager)

In the event of a fire or drill, the Principal will act as the Fire Assembly Point Head Warden:  

  • Controlling the assembly point and communicating with the Fire Manager at the control panel
  • In the event of the Principal’s absence, this role will be taken on by the Head of School or Vice Principal.

  1. The Facilities Manager is responsible for:

  • Ensuring that a Fire Risk Assessment is completed and reviewed at least every two years, or when significant changes are made that impact the assessment
  • Ensuring, in conjunction with Principal, that each school has an up to date Fire and Emergency Evacuation Plan
  • The formal maintenance and regular testing of the fire alarm system
  • The formal maintenance and regular testing of the emergency lighting system
  • The formal maintenance and organising of testing for the automatic detection system
  • The maintenance and inspection of the fire fighting equipment
  • Ensuring that fire compartmentation is sound and that any fire engineering solutions are suitably maintained
  • Ensuring that electrical equipment is suitably maintained and that fixed electrical wiring is inspected at least every five years in line with the schools planned preventative maintenance regime
  • Ensuring that access can be gained at all times to the electric and gas shut off devices
  • Ensuring that fire critical plant such as gas boilers are annually serviced in line with the school’s planned preventative maintenance regime
  • The maintenance of exit/escape routes and signage
  • The completion and upkeep of the Fire Log Book
  • Supervision of contractors undertaking hot work and cold work
  • Reporting any hazards (which can not be dealt with) to the Principal

In the event of a fire or drill, the Facilities Manager will act as the Fire Manager:

  • Ensuring that fire and rescue service access gates are opened
  • During a practice, noting escape times and general observations for improvement
  • Liaising with the fire and rescue service to ensure that all relevant information is communicated effectively
  • Providing the fire and rescue service with a detailed plan of the building
  • Ensuring that no one re-enters the building until deemed safe to do so by the fire and rescue service
  • Communicating with the Principal at the Assembly Point
  • Implementing a major incident site evacuation plan if required.
  • In the event of the Facilities Manager’s absence, this role will be taken on by the Assistant Facilities Manager or a member of the Site Team.

  1. The Office Manager is responsible for:

In the event of a fire or drill

  • Calling the fire and rescue service to ensure that they have been notified of the alarm
  • Ensuring that student, staff and visitors registers are always available and are taken to the assembly point in the event of an evacuation
  • Ensuring that visitors and contractors are signed in the building and are notified as to the evacuation procedures
  • Where appropriate escorting visitors and contractors from the building
  • Taking such information to the assembly point for use in a major incident / site evacuation.

  1. Teachers and academy staff are responsible for:

  • Signing-in and out of the building so that accurate records are in place
  • Ensuring student registration and signing-in/out processes are followed so that accurate records are in place
  • Ensuring that classrooms are kept free of hazards which may block escape routes
  • Ensuring that fire doors are not propped open at any time
  • Ensuring that all electrical equipment used within the classroom have been suitably maintained
  • Reporting any hazards (which can not be dealt with) to the Facilities Manager
  • Ensuring that new students/staff and temporary staff are suitably trained in evacuation procedures
  • Ensuring that students which attend class with a prohibitive injury are assessed and that a personal emergency evacuation plan is put in place by collaborating with the SENCo
  • Taking part in any fire safety training provided by the school.
  • For Tutors, ensuring their Tutor Group are are of the sound of the alarm, the location of the Fire Assembly Point, the area of the Fire Assembly Point where their Year Group will muster, and that they are able to line up alphabetically in silence.

In the event of a fire or drill

  • Acting as fire wardens when evacuating their class from the school. N.b. there are trained fire wardens with specific responsibilities
  • Following school evacuation procedures including taking a register of their assigned group
  • Controlling their class at the assembly point, ensuring students remain quiet and that no students renters the building until the Fire Manager announces that the school is safe If required, being aware and trained in the major incident evacuation plan which may require escorting the class away from the premises to a safe site

  1. Fire Wardens are responsible for:

In the event of a fire or drill

  • Ensuring that their designated areas are clear before leaving the building
  • Closing all fire doors (not on automatic closers) before leaving their area
  • Taking an active day to day role in fire prevention and hazard spotting
  • Reporting fire safety issues such as missing fire extinguishers
  • Ensuring that fire escape routes/stairs and fire exits are not blocked
  • Reporting any hazards (which can not be dealt with) to the Facilities Manager
  • Reporting to the Fire Manager to notify them of the occupancy status of their area
  • Assisting the Fire Manager in securing the building and ensuring that no one re-enters the premises until it is deemed safe to do so by the fire and rescue service.

  1. Taylor Shaw and Bulloughs Staff:

  • Taylor Shaw staff must sign their register on arrival in the kitchens.
  • The Catering Manager will act as the designated Fire Marshall for Taylor Shaw staff. In the event of their absence, the Assistant Catering Manager will take this role.
  • The Fire Marshall for Taylor Shaw staff responsible for ensuring they evacuate the kitchen, shutting down all gas supplies and making everything safe before leaving.
  • Any Taylor Shaw staff members who are working in the 2018 building or outdoor catering pods will make their way directly to assembly point and assemble with the rest of their team.
  • The Fire Marshall for Taylor Shaw staff will carry out a role call of her staff members and will communicate any issues with the Fire Assembly Point Head Warden.
  • Bulloughs cleaning staff all sign to the building using the InVentry system, which will create a log for the main st5aff/visitors roll call at the assembly point. As instructed on their induction the cleaning team have been instructed to go to the assembly point on the hard surface on hearing the fire alarm and look for their supervisor, who will carry out a register.

  1. Third Party Hirers

  • All hirers and contracted users of school premises will receive written details of the fire procedure as part of the hire arrangements. Hirers of the building are required to adhere to the fire procedures at all times and take such measures as are necessary to ensure the safety of those children/persons for whom they have responsibility.


  1. Managing Fire Safety

The Facilities Manager and Site Team have the day-to-day responsibility to manage fire safety. The Facilities Manager is responsible for the regular fire safety checks and their inspections.  Their authority must be accepted by all persons working in the school. Any concerns should be raised at the Health and Safety Committee for discussion and agreement.  

The Facilities Manager and Site Team will:  

  • Ensure that all means of escape are properly maintained, kept free from obstruction, available for safe and effective use at all times and that the means of escape have adequate emergency lighting and signage.
  • Provide, and maintain in working order, all firefighting appliances and devices including:
  • fire detection and alarm systems;
  • emergency lighting systems;
  • firefighting equipment;
  • notices and signage relating to fire procedures;
  • disabled refuge systems; and
  • all means of escape.  
  • Keep a Fire Log Book that will contain records of all the checks, tests and results. This will be available for inspection at any time. The Facilities Manager and Site Team will arrange for all repairs to be undertaken in accordance with a prearranged schedule as appropriate.  The log will include information on fire drills, hot work permits etc. issued, the storing of hazardous materials, the inspection and testing of all fire detection and alarm systems, emergency lighting systems, firefighting equipment and staff training records.
  • Identify any special risks, e.g. the storage of hazardous materials, and put in place appropriate procedures to minimise the risks.
  • Monitor and review this policy on a regular basis to ensure that any new risk or alteration to regulations is addressed.
  • Ensure that all academy staff, Taylor Shaw and Bulloughs staff, contractors, visitors and third-party hirers are aware of and comply with the Fire Safety Policy and fire procedures.
  • In conjunction with the Principal and Senior Leadership Team, provide appropriate instruction and training, for all school, Bulloughs and Taylor Shaw staff on the action to be taken to protect people and property including regular fire evacuation practices for all the school.
  • Carry out a Fire Safety Risk Assessment on the school building to ensure that the school’s facilities are compliant and reduce the risk of fire incidences by carrying out appropriate task risk assessments.
  • In conjunction with the Principal and Senior Leadership Team, ensure all school staff and their visitors are aware of and comply with the Fire Safety Policy and fire procedures.
  • Identify any special risks, e.g. the storage of hazardous materials used within the school curriculum i.e. Science Dept/Technology Dept, and put in place appropriate procedures to minimise the risk.


  1. Fire Alarm & Refuge Point Testing

  • The fire alarm is tested every Friday by a member of the site team. A different call point is tested each time.
  • The fire alarm panels, smoke detectors, emergency lights and refuge points are tested and certified every 6 months by a suitable contractor.
  • The evacuation chairs are visually inspected every month by the site team.


  1. Fire Safety Notice

A fire safety notice will be displayed in Reception, which sets out the fire safety instructions for all visitors. See Appendix A


  1. Fire Drills

  • A fire drill will be carried out during each term.
  • In addition, in the first half-term of each academic year, the new Year 7 students will undertake a walkthrough of the fire drill procedures.  
  • Students with special educational needs and disability and students with temporary imparted mobility will receive specific training on the refuge systems and safe exit procedures.

  1. Consultation

Any defects, concerns and statutory inspections will be discussed at the scheduled Health and Safety Committee Meetings.


  1. Fire Emergency Plan

  • The Fire Manager will be the Facilities Manager.
  • The Fire Assembly Point Head Warden will be the Principal/Head of School.
  • The Fire Warden for the Kitchen will be the Catering Manager.
  • The Site Team will ensure Plant rooms are clear.
  • School staff will act as Fire Wardens, ensuring students leave the school safely and are registered at the muster point.
  • The school has a list of designated sweep areas for Fire Wardens (Appendix B). The school will assign individual wardens and maintain an up to date list.

  1. The Alarm

  • There is a pre-alarm and full alarm.
  • The pre-alarm is an intermittent single pulsing tone.  
  • Upon hearing this alarm, everyone should prepare to evacuate.  The pre-alarm may go to full alarm.
  • The full-alarm is a long continuous tone alarm.  
  • Upon hearing the full alarm, everyone should evacuate the building.

  1. Raising the Alarm

  • The person discovering the fire should activate the nearest (red) fire alarm call point by lifting the cover and breaking the glass.
  • Calls to the Fire Service are automatic.
  • Staff should not tackle a fire or use our fire-fighting equipment without training. The priority for staff is to ensure that they and their students are safely out of the building away from any fire.

  1. Overview of evacuation & assembly procedures

  • On hearing the alarm the Facilities Manager (Fire Manager) / Site Team will go to the Fire Panel and Refuge Panel located in Reception.
  • All other persons will evacuate the building using the nearest fire exit and proceed to the designated assembly points.
  • Lifts will automatically travel to the ground on activation of the fire alarm and are not to be used in the event of a fire.
  • The Fire Manager will greet the Fire Service and will be the only person(s) who communicates with the Fire Service.
  • During term-time, Fire Wardens will sweep their designated areas to ensure all areas are safely evacuated before self-evacuating and reporting to the School Fire Warden at the assembly point.
  • A roll call will be taken at the Assembly Point.
  • The Fire Manager will report to the Headteacher via 2 way radio if all persons are accounted for / building clear.
  • Any Mobility Impaired Persons unable to evacuate will go to a designated Refuge Point.

  1. Evacuation Procedures

A

The Teacher/Supervisor should walk students calmly out of the building. Classes will leave the building by the most direct safe route and exit via the designated fire escape routes.

Staff and students then progress to the Fire Assembly Point, where students line up in their Tutor Groups.

There are Fire Action notices in each zone that show the fire exits and routes. An example is shown in Appendix C.

B

All electrical supplies and gas taps should be switched off.

C

The Teacher/Supervisor will follow at the rear closing the door of the classroom.

D

There must be silence from all students and staff whilst evacuating and at the evacuation point.

E

Classes will exit quietly, in single file and at a steady pace. There is to be no overtaking.

F

All one way systems are disbanded during a fire evacuation.

G

Any visitors (who should be with a member of staff) will follow that member of staff out to the Fire Assembly Point. They will then join the visitors area.

H

Students out of class when the alarm is sounded must leave the building by the quickest route and join their class at the point of assembly.

I

Students and staff with a Personal Emergency and Evacuation Plan (PEEP) must follow that plan.

J

Any other persons leave by the nearest exit and go to the assembly point.

K

Students will line up in alphabetical order, in silence, with their Tutor.

L

At non-teaching times, students proceed to the Assembly Point and will line-up in their Tutor Groups.

  1. Designated Refuge Point

There are safe refuge areas in the school to facilitate the delayed evacuation of staff and students who have impaired mobility. All areas are accessible for wheelchairs. These spaces are a safe haven for 30 minutes.

Students and staff who require use of these refuge points will have use of them explained as part of their PEEP or Risk Assessment. PEEPS should be reviewed annually and students should have their knowledge of refuge points refreshed by the Code of Practice Lead for Physical, Sensory and Mobility (PSM).

At each refuge point there is a call point that allows for a two-way communication with the Fire Manager via the Refuge Control Panel next to the main Fire Panel in Visitor Reception.  

The Fire Manager will inform the Fire Service.

Once an individual has reached a refuge area they will:

  • Pick up the phone and wait
  • The Fire Manager ask you which refuge point they are at and instruct them to remain calm and wait to be lifted down to safety
  • One of the Fire Marshals will go to the refuge point and obtain an evacuation chair.
  • The Fire Marshall will then evacuate  the person using an evacuation chair.
  • Once clear of the building, the Fire Warden will notify the Fire Manager that the person is safe and out of the building.

  1. Emergency Evacuation Chairs

The list of the Emergency Evacuation Chairs is listed in Appendix D. They are only to be used by trained staff.

  1. Assembly Points

During the school day

  • The hard court is the assembly point for Year 7,8,9,10 students; their tutors and Heads of Year teams
  • The tennis court is the assembly point for Year 11 students, academy staff, Bulloughs/Taylor Shaw staff and visitors. There is a section here for any students evacuated from an exam.
  • Students currently in Reflection will go to be registered in their Tutor Groups.
  • In the event of a fire at The Bridge, students and staff should assemble away from the building, through the gates, in the car park.

During holidays

  • The hard court is the assembly point for students attending booster classes, summer school or other holiday activities.
  • Students will follow their teachers/supervisors to the hard court who will be in charge of registering them. They will follow all instructions from the site team.

During evening events and external hire

  • The 3G Pitch car park will be used by any teams using the 3G Pitch after darkness. They will follow all instructions from the site team.  
  • The Gate 4 car park and the area in front of reception will be used by visitors to Open Evenings, Parents Evenings, the Theatre, One Education Music Centre etc. They will follow all instructions from the site team.

  1. Term-Time Procedure for Roll Call/Head Count /All Clear

The Fire Manager

  • The Fire Manager will receive headcount/ roll call/ all clear information from the Fire Assembly Point Head Warden via radio.  
  • The Fire Manager will communicate the information to the Fire Service.

The Fire Assembly Point Head Warden

The Fire Assembly Point Head Warden is responsible for all students, school staff and school visitors.

  • At the Fire Assembly Point, each Tutor Group will form a silent line in alphabetical order.
  • Tutor Groups will be grouped together in their Year Groups. The Heads of Year, Academic Heads of Year and Senior Leadership Team links for that Year Group will supervise their year groups.
  • Paper Registers will be printed by the Office Manager and given to the Senior Leadership Team links for each Year Group, who will then distribute to Tutors.
  • The Tutor will be responsible for registering their students and performing a confirmatory head count.
  • Heads of Year and Academic Heads of Year will do a 2nd headcount to verify that all students have safely evacuated.
  • Tutors will report to the appropriate Senior Leadership Team link to confirm if students from their class are present / absent.
  • Senior Leadership Team link will report to the Fire Assembly Point Head Warden to confirm if the whole year group is present / absent.
  • The Fire Manager will communicate with the Fire Assembly Point Head Warden to update them on the progress of any individuals at refuge points.
  • The Fire Assembly Point Head Warden will communicate with the Fire Manager to ensure that no individuals are still in the building.
  • Registering staff and visitors

AND

  • All nominated Fire Wardens will report to the Fire Manager to confirm all areas are clear.
  • Trained staff will support the use (if needed) of Emergency Evacuation Chairs as directed by the Fire Manager.

Taylor Shaw / Bulloughs

Taylor Shaw are responsible for the kitchen and for their visitors on site. and Bulloughs are responsible for for their visitors on site.

  • The Catering Fire Warden will do a sweep of the kitchen area and a final sweep of the dining areas and kitchens to ensure they have been evacuated.
  • The Catering Fire Warden will report to the Fire Assembly Point Head Warden that the areas are all clear and if all their visitors are present / absent
  • Bulloughs staff will be registered with visitors via InVentry during the school day.

  1. The Bridge

The Bridge is a separate building with a separate fire alarm system on the academy site. In the event of a fire evacuation in the main school building, the Bridge will continue to operate as usual.

In the event of a fire evacuation at the Bridge, the main school building  will continue to operate as usual.

In the event of the fire detection systems at The Bridge activating, The Bridge staff must radio for the Facilities Manager or a deputy to attend. They will then act in the role of Fire Manager as described above.

The Bridge Manager will act in the role of the Fire Assembly Point Head Warden as described above.

  1. Evacuation of Exams

The academy must adhere to JCQ guidance on the evacuation of students during an exam. The academy has a separate policy for Emergency Evacuation of an Exam Room which includes specific responsibilities for staff including exams officers and invigilators.

Students evacuated from an exam may be directed to stand in silence in a separate area of the fire assembly point.

  1. Holiday Procedure for Roll Call/Head Count /All Clear

All school staff and all school visitors will be required to sign in/out at Reception.

Registers will be taken of all students in school for booster classes/holiday clubs etc.

The Fire Manager will receive roll call information from the teachers/supervisors of any boosters /holiday clubs in session.

The Fire Manager will communicate the information to the Fire Service.

  • The teacher/person in charge of a booster class/holiday club etc is responsible for taking a register and noting the number of students in their group/class in order to do a headcount at the assembly point.
  • The teacher/person in charge will be responsible for reporting to the Lead Teacher if students are present / absent. This may be in person or by telephone dependent on assembly point.
  • The overall Lead Teacher will take the paper registers to the tennis court Assembly Point in case a full roll call becomes necessary.
  • The Lead Teacher will be responsible for reporting to the Fire Manager, if students are absent / present.

  1. Following evacuation of the building

No one may return to the building until given permission by the Fire Assembly Point Head Warden.

Members of school staff will stay with students in the assembly area to offer welfare support and will remain at the assembly point until all students are either able to return to classrooms or are safely off site.

  1. When the fire /incident is under control

When the fire is under control the Chief Fire Service Officer in attendance will advise when the Fire Assembly Point Head Warden can authorise staff and students to re-occupy the building or leave the site as applicable, taking into account the special needs of people involved.

The Fire manager will communicate this message to the Fire Assembly Point Head Warden who will disseminate the message via the Senior Leadership Team (SLT), Catering Fire Warden and Fire Wardens.

During school holidays, the Fire Manager will communicate this message via the Lead Teachers and other persons at the Assembly Point.        

If any member of staff or student is injured or missing, the Fire Manager and Fire Wardens will ensure relevant persons are informed by suitable means.

  1. Fire Evacuation Log Book

The Fire Evacuation Log Book is located in the Facilities Manager’s office. It records:

  • Weekly call point tests carried out by the site team.
  • Emergency light are tested every month by the site team and every 6 months by an external contractor
  • Fire extinguisher checks every month
  • Fire evacuation routes routes that are checked every month
  • The fire alarm and all the smoke detection is checked annually by an external contractor.

  1. Training

All staff employed by the academy are to be provided with a copy of this Fire Policy. It will be included in the induction pack for all staff at the beginning of each academic year and will be issued to new staff as they commence employment. The policy will be re-issued to all staff if amended in-year.  A copy will also be available on the school intranet.

The academy will issue this policy to sub-contractors including Taylor Shaw, Bulloughs and Third Party users.

The induction program of new staff will include Fire Safety as well as other Health and Safety Policies and Procedures.

  • The sounds of our fire evacuation bell (as well as lockdown and shelter tones)
  • The Fire Assembly Point
  • Duties for all staff as Fire Wardens for their classes.
  • How to report hazards and issues.
  • Evacuation of Mobility-impaired and/or Disabled Persons
  • Completion of a quiz to check knowledge

Certain staff will receive more specific training as outlined in Appendix G.

  1. Out of hours use

For out of hours events ( Open Evening etc.) school staff will be available to ensure all visitors follow the evacuation procedure and are safely evacuated from the building. Visitors will be made aware of the evacuation procedure and the means of escape.

  1. Evacuation Procedures for Third-Party Lettings  

The Lettings Officer will agree on a designated Fire Warden from each third party who hires our facilities. The Fire Warden will receive a copy of this policy and the Lettings Officer will confirm the designated refuge point with them. The Lettings Agreement will make clear the responsibility of the Fire Warden (as hirer) to keep a register so that, in the event of fire, they can ensure all their users are accounted for.

All visitors and contractors to Co-op Academy Manchester must read and adhere to the following fire safety instructions.

VISITORS

  • All visitors must sign-in on arrival at the school and sign-out on departure.

  • Visitors separated from a Member of Staff should exit from the nearest fire escape and assemble on the hard court at the rear of the building.
  • At the assembly point you should report your presence to the Member of Staff you were visiting or inform another staff member to report your presence.
  • All visitors will be expected to participate in any scheduled fire drills whilst on the premises.

CONTRACTORS

  • All contactors will sign-in on arrival at the school and report to Facilities Manager as appropriate before any work commences.
  • All contractors must sign-out on departure.
  • Permits to Work must be presented:
  • For any work involving a naked flame
  • For any high temperature work e.g. welding or soldering
  • If inflammable chemicals or gas cylinders are to used
  • Any operation that could potentially cause the fire alarm to be activated or prevent the fire alarm from working.
  • Working at Height.
  • Visitor ID badges should be worn at all times and be visible.
  • Contractors must read the Fire Action notices which are displayed on the rear of doors in each room.
  • In the event of a fire a continuous tone alarm will be sound in all areas of the school.  
  • Contractors must evacuate the building immediately and assemble on the hard court area behind the school.
